Job Title:

Project Cost Engineer

 

Responsible to:

Commercial & Project Controls Lead

 

1.

Main Purpose of the Job and its Primary Objectives:

Responsible for the day to day cost reporting, forecasting & budget adherence and compliance on a large Engineering construction project. Working closely with the overall project team and directly with the project controls personnel to ensure cost outcomes meet the expectations of both the client and stakeholders alike.

Main Duties and Responsibilities:

  • Ensure a commitment to best HS&E practices and standards.
  • Ensure the company’s core values are demonstrated and delivered.
  • Working closely with the NEC Contract Manager and Schedule Engineer:-
    • Lead the preparation of cost estimates for contract variations including the review and evaluation of contractor submitted variations, early warnings & compensation events.
    • Lead the assessment of contractor’s monthly payment applications.
    • Lead the review and assessment of variations with contractors through to agreement and conclusion of the related compensation event.
    • Coordinate wth Project Commercial lead to obtain local market pricing and trends to estimate cost for variations and/or additional work for assessment of compensation events.
    • Review and participate in the preparation of reporting for the monthly/bi-monthly cost and variation meetings for the clients stakeholder and steering group.
    • Establish and maintain Project cost estimating database for benchmarking and reference.
    • Lead the development, review, analysis, and evaluation of costs relating to contractor claims.
    • Identify potential cost risks and evaluate related cost impact.
    • Identify opportunities to improve cost performance and mitigate cost risk/issues.
    • Assist in the preparation of the project final account, close out report and fixed asset register.
  • Create reports and give presentations as required to the Project Management and stakeholders.
  • Lead assigned internal/external project audits as per the audit schedule in relation to internal/external cost management.
  • Undertake any Project activity which ensures Projects are successfully delivered in line with company policy and procedures. Any other duties as reasonably instructed to do by the Commercial Lead or Senior Management.

Supervisory and Managerial Responsibilities:

  • Deputise for assigned responsibilities in the absence of the Commercial & Project Controls Lead
  • Responsible for managing the interaction of 3rd parties if required

Other Responsibilities:

  • Act in a spirit of trust and mutual collaboration with contractors and 3rd parties

 

5.

Decisions Made:

  • This role requires strong, innovative, and autonomous decision making – as Projects do not always follow a fixed routine, therefore there is a requirement to demonstrate adaptability and flexibility in this key role.

Skills, Knowledge and Experience:

EDUCATION:

  • Relevant degree in an Engineering discipline or Commerce preferred although applicants without a degree but significant (20+ years) experience would be considered.

 

EXPERIENCE/TRAINING:

  • Minimum of 10 years’ experience in the oil & gas or petrochem industry.
  • Minimum of 5 years proven capability in an Engineering construction environment.
  • Leadership experience and previous track record of successfully working in a PMO.
  • Experience of working with multi-national and multi-cultural project teams is strongly preferred.
  • Experience of working with NEC 3 or 4 Contracts is essential.
  • Experience of working with a Target cost, risk & reward contracts driven by activity schedules is strongly preferred.
  • Legal knowledge in terms of contracts and business acumen is strongly preferred.

 

SYSTEMS USED:

  • Power Bi
  • Sypro (or similar Engineering contract management software systems)
  • M-Files / Coreworx (or similar Engineering Document Management systems)
  • Microsoft applications particularly Word and Excel
  • Maximo (or similar Asset Management systems)

 

 

7.

Contacts and Relationships:

  • All defined internal/external project stakeholders and subcontract entities.
  • Close liaison with MCUK Project Team and Contractor personnel.
  • A relationship builder and team player is essential

 

8.

Special Working Conditions:

  • May be required to travel nationally, internationally and work away from home for short periods.

 

9.

Any Other Relevant Information:

  • Prepared to adapt working times to meet key Project milestone including out of hours or weekend working.
